Sushinomics: How Bluefin Tuna Became a

Every year, on the first Saturday in January, Japan makes a grand statement to the global fishing community by putting an exorbitant price on the head of a single bluefin tuna. At the famous Tsukiji fish market in Tokyo, the first bluefin auction of the year represents many things: growing consumer demand for bluefin sashimi, the exploitation of natural resources, the collapse of a species, shortsightedness in the face of impending doom to the entire ocean, a depraved publicity stunt.
In 2013, Kiyoshi Kimura, the owner of a Japanese sushi restaurant chain, paid $1.76 million for the first bluefin at Tsukiji, which weighed 489 pounds. Kimura had paid $736,000—a world-record price at the time—for the first tuna of 2012. That fish weighed 593 pounds.
It's no surprise, then, that journalists were steeling themselves for what was sure to come on January 4, 2014: If the past decade's trend in pricing continued, this year's first tuna would surely fetch more than a million dollars. But the Tsukiji fish market bucked tradition this weekend and sold its first tuna to Kimura, yet again, for a mere $70,000. That's still way more money than most bluefin go for in Japan. But compared to what everyone was expecting—an extravagant sum to start off the new year and remind us that these are the most prized fish in the sea—that's one crazy cheap tuna.


Although the significance of the almost-$2 million tuna in 2013 was recognized worldwide, not everyone agreed on what that said about the actual value of global tuna stocks. It was tempting to see the price surge as a function of the fish's rarity, but then why weren't restaurants raising the prices of the bluefin dishes on their menus?
Andrew David Thaler, who writes about the ocean on his blog Southern Fried Science, had this to say about the many factors at play in the Tsukiji auction last January:
I’m certain that we’ll see this number presented as an argument against bluefin tuna fishing, as an example of an industry out-of-control, and as a symbol of how ruthlessly we'll hunt the last few members of a species to put on our dinner plates. These issues are reflected in the tuna market, but I want to urge caution in drawing too many conclusions from this record breaking number.
There are several issues in play at the first tuna auction of the year, and only some of them relate to the tuna fishery. Among the patrons of the Tsukiji fish auction, it is considered an honor to buy the first bluefin of the new years, and bidding wars reflect this fight for status. The massive international headlines that follow the purchase of such a fish is free advertising for the winner. As many auction-goers know, landing a high, early win is a way of marking your territory and letting your competitors know that you have the bankroll to push them out of a bidding war.
If $1.8 million is actually what this fish is worth to the consumer, it would sell for a hefty $345 at the dinner table, minimum. The owner, Kiyoshi Kimura, reports that the tuna will be sold at a huge loss–about $4.60 per serving.
All three species of bluefin tuna are currently overfished, and over the last few years attempts to protect bluefin tuna have been thwarted by fishing interests in Japan, New Zealand, the United States, and Mediterranean countries, among others. While this record breaking sale should serve a clarion call for increased scrutiny of the global tuna trade, it does not accurately reflect the market value of the fish.
What should we make of the dramatic nosedive in bluefin bidding at this year's auction? To answer that, we need to understand how this species rose to such prestige in the first place.

In the 1960s, no one wanted bluefin. In the United States, the fish sold for pennies per pound, and it was usually ground up for cat food. Japan fished for it, but few people there liked the bluefin's bloody, fatty meat. Then sushi bars started cropping up in America, and Americans developed a taste for toro—the prime meat of the bluefin's belly. By the 1970s, the Japanese had also developed a taste for bluefin.

Tuna fishing ban in Pacific partially lifted

Pacific nations have reopened the Pacific high seas to commercial tuna fishing after a two-year ban imposed to preserve declining bigeye tuna stocks.
In a meeting in Guam last week, member countries of the Western and Central Pacific Fisheries Commission (WCPFC) lifted the fishing ban on pockets 1 and 2 of the Pacific Ocean.
The WCPFC is a 25-member organisation including Australia, the EU, Japan, Papua New Guinea, and the Philippines that oversees and regulates migratory fish stocks such as tuna and marlin in the Pacific. Its jurisdiction covers 20% of the planet's surface.
In January 2010, the WCPFC placed the ban on parts of the Pacific Ocean, where 60% of the world's tuna are sourced, to conserve the population of the bigeye tuna, which scientists classified as overfished. Other tuna species like skipjack, yellowfin, and albacore also found in the Pacific high seas but their numbers have not reached an alarming low.
Although it lifted the ban, the commission maintained that entry to the marine reserves would be limited, refusing proposals from the European Community and South Korea for a free-for-all access to one of the world's richest fishing grounds.
"The Pacific Commons is now open. But for all practical purposes, access will be limited," said Mark Dia of Greenpeace. "They knew that everybody would suffer if a free-for-all access is granted," he added.

The permitted areas for tuna fishing in the Pacific Ocean The WCPFC approved the request of the Philippine government, the third top tuna harvester in the Pacific after Japan and South Korea, to fish in pocket 1 of the Pacific, which is bounded by the island nations of Micronesia, Palau, Papua New Guinea, and Indonesia.
In exchange for fishing access, the Philippine government must report its catch and limit the number of fishing vessels to 36, Dia said. Filipino vessels must also apply for international fishing permits before entering pocket 1.
The Philippines' fisheries director Asis Perez said the ban brought hard times to the local fishing sector. He also noted that the fishing ban was counterproductive for the Philippines as it forced fishing companies to harvest in its national waters, which is considered to be a spawning ground for various types of tuna, he said.

Foreign Workers in Japanese Fishing



Japanese boats that spend long periods of time at sea rely on foreign workers, many of them from Indonesia. Many get paid less than the minimum wage for foreign workers of $375 a month. Sometimes they are paid considerably less than that. One Indonesian seaman told the Yomiuri Shimbun the most he was paid was $280 a month. “Sometimes, I’m only paid $150,” he said. Most are hired by brokers in their home country and presumably some of their pay goes to them.

Not only are foreign fishermen poorly paid, they also work like dogs. One told the Yomiuri Shimbun, “I slept only three to four hours a day. It was grueling work with no breaks. The toughest part was constantly being tossed about in a narrow cabin by waves for four to six weeks.”

Some of foreign workers come to Japan as trainees and are paid around $1,000 a month during their training period but their pay drops to between $300 to $700 a month, including overtime, when they start working as seamen. Many find the work to difficult and run away. Some flee their boats in Japan and find better paying jobs.


Dangers Faced by Japanese Fishermen

Every few months or so some fishermen go missing after their boat capsizes in rough seas or die when their boat collides with another vessel in Japan’s busy coastal waters. In September 2007, four fisherman went missing after their boats capsized off Kinkazan island in Miyagi Prefecture in southern Kyushu when winds picked up to 36 kph and waves were four meters in height. In April 2008, eight people died when their scallop-fishing boat sunk in rough seas off Aomori in northern Honshu.

In April 2004, three of four crew members aboard of South Korean fishing docked in the port of Oda were found dead, asphyxiated by a gas created by rotting squid guts slated to be used in a salted snack. The three men were found in sections of the ship where the guts were kept.


In September 2005, seven of eight fishermen were killed on 19-ton saury fishing vessel that capsized off of Nemuro, Hokkaido after it was struck by a 41,507-ton large Israeli-flagged container ship.

In December 2003, four died when a fishing boat sank off Shimane Prefecture. The 80-ton ship with a 10-man crew ran aground on a shoal and was overturned and sunk because of large waves and strong winds The surviving crew members were rescued clinging to rocks.

In October 2008, three fishermen were killed when a 14.75-ton fishing boat with six fishermen on board and a 9,813-ton cargo ship collided about 1.8 kilometers south of Minna Island in Okinawa Prefecture. All six of the fishermen were thrown into the water.

On April 2008, twelve of the 22 crew member aboard a Japanese fishing boat went missing after their 135-tom vessel capsized and sank off Hiradojima Island, Nagasaki.

In May 2009, a tuna boat caught fire and the crew had o abandon ship. Four people were initially reported missing. One was found dead, Another was found alive in a life raft. Two others were never found.
In October 2009, three men were rescued at sea after spending three days in an upside down capsized boat in seas off Hachijojima island. The men huddled in a small air pocket in a compartment of the 19-ton boat after it was capsized by waves from a typhoon. One survivor told Kyodo, “I was wondering inside the boat how I’d die. And it felt horrible to think about when I might stop breathing.” The three men had little to eat and shared a small amount of water. They were very hungry and slightly dehydrated when they were rescued by the Japanese coast guard. Five other crew men on the boat died.
In 2008, fisherman in Surga Bay began wearing life jackets after a series of fatal boat accidents left five people dead.

In July 2011, Kyodo reported that a 70-year-old fisherman adrift for 20 days was found safe by the Japan Coast Guard. Ryoko Shimabukuro, of Ie, Okinawa Prefecture, was found aboard the boat drifting off Cape Muroto, Kochi Prefecture, following a report sent by a foreign vessel to the 5th Regional Coast Guard Headquarters in Kobe. Shimabukuro appeared to be in good health and said his boat had encountered engine trouble, officials said. According to the fishing cooperative in his village, Shimabukuro left port June 8 and planned to return after around 10 days. He was last seen off Cape Hedo, Okinawa, on the evening of June 10.
