Northern Pacific countries agree to cut bluefin tuna captures

Several countries and regions fishing in the northern Pacific have agreed to cut by half the number of young bluefin tuna they catch in an attempt to double the ocean's stock in 10 years.
This decision was taken at the end of a four-day subcommittee meeting of the Western and Central Pacific Fisheries Commission (WCPFC) held in Fukuoka, south-western Japan, in response to Tokyo's proposal for a drastic reduction on the 2002-2004 average catch, AFP informed.
The shift in Japan's policy towards more radical conservation comes after an international independent assessment found last year that stocks of this species had fallen 96 per cent from its original level, MSN News reported.
Attendees to these meetings included South Korea, the United States, Canada, Taiwan and Japan - the world's biggest consumer of tuna - hoping the move will help to safeguard the at-risk species.
Meanwhile, the non-profit, non-governmental organization The Pew Charitable Trusts participated in a presentation titled Current Situation of Pacific Bluefin Tuna (PBF) and Stock Management at the Foreign Correspondents' Club of Japan in Tokyo.
"There must be a strong recovery and rebuilding plan put in place for Pacific bluefin across its full range," pointed out Amanda Nickson, director of global tuna conservation for Pew.
"Countries have the responsibility to agree on a strong recovery plan that does more than simply move the population from severely depleted to slightly less seriously depleted," she added.
Cutting the catch in half would reduce Japan's annual catch of juvenile bluefins to about 4,000 tonnes from next year, out of a fisheries-wide catch of 4,725 tonnes, AP reported.
To contribute to the move, fisheries experts in Japan are rushing to devise techniques for commercially viable aquaculture of the deep-sea species.
To join the efforts, the US National Oceanic and Atmospheric Administration (NOAA) last month issued stricter quotas for bycatches of Atlantic bluefin tuna on surface longlines meant to catch other species.
Furthermore, earlier this year, the EU proposed banning all use of driftnets in its waters and on its vessels by the year's end to better enforce the protection of dolphins, sharks, swordfish and bluefin tuna.
For its part, Greenpeace Japan welcomed the move, applauding the fact that the international forum had finally "taken a step forward" towards the sustainable control of the resources.
Wakao Hanaoka, an expert in marine ecology for the conservation body, urged Japan to take more initiative to conserve the species especially before they lay eggs.
"It would be insufficient if the resource control plan allows fishermen to sweep up schools of tuna before they lay eggs, even if the plan aims to increase the number of young fish," he said in a statement.
The territories in the northern part of the vast area covered by the WCPFC will present the plan at the organisation's annual conference in December, along with a 10-year recovery plan for Pacific bluefin tuna, beginning in 2015.

The Russian government announced Wednesday that it will authorize the import of Atlantic salmon and trout fry from the European Union (EU), United States, Canada and other countries.
Other food products for which the import ban has been lifted are lactose-free milk and dairy products, potatoes, onions, peas and sweet hybrid corn and beans -- all these vegetables for planting --, food supplements and vitamin.
The decision is due to the lack of impact these products would have on the market, explained Vice Prime Minister Arkady Dvorkovich.
Earlier this month, Russian President Vladimir Putin, decided to impose a ban on food imports, including fish, from these locations for a year in response to sanctions implemented against the country over events in Ukraine.
"Our actions are: in the first place, legal, secondly, well-founded, and they will benefit the economy," the Russian president stated when he announced the beginning of the trade embargo.
At that time, he also said they were considering "additional measures" to deal with the hypothetical implementation of new sanctions from Europe or United States.
Putin admitted that four years ago the country would have been unable to implement an embargo on Western food, since Russian producers were not prepared, EFE reported.
However, the Russian Government admitted that the ban on food imports from the EU will cost "hundreds of billions of rubles" in subsidies.
Moreover, the Federal Service for Veterinary and Phytosanitary Supervision (Rosselkhoznadzor) decided to lift the ban on salmon imports from two Chilean firms: Salmon Andes SA and Acuinova Chile, a subsidiary of the Galician multinational firm Pescanova.
"Rosseljoznadzor received research materials and measures taken to indicate that the companies currently meet the health requirements of Russia," reported RiaNovosti.
The Russian authorities had banned the entry of Chilean salmon and trout after detecting E.coli bacteria in some of the imported cases.
This measure can economically benefit Acuinova, which has recently undergone a creditors meeting phase.

Experiments carried out by Nofima in collaboration with Nergård Havfiske AS show that pumping from the trawl’s cod-end is gentler for the fish than lifting the complete catch onto the deck.

Trials onboard the trawler J. Bergvoll in May have shown that pumping is considerably more gentle than pulling up onto the ramp and survival rates of 80-100 per cent, depending on species, can be achieved.

Fish caught by trawling should be kept alive in tanks for 5-6 hours, long enough for blood to be removed from the white muscles.

“This is the first time vacuum pumping has been used to get the fish onboard from the cod-end on a trawler. Pumping ensures that the fish are in contact with water all the time, and they are not subject to gravity. Using this method means that the quality, and thus also the price, of trawl-caught fish are at least as good as those of line-caught fish,” says Kjell Midling from Nofima and head of the Norwegian Centre of Excellence for Capture-based Aquaculture.

The opportunities offered by new technology in the trawler industry are being studied in a project financed by the Norwegian Seafood Research Fund (FHF). Several shipowners are considering installing pumping facilities when refurbishing old boats or building new ones.

Nofima is taking the collaboration further with Nergård Havfiske AS, ship designers, equipment manufacturers, and pump suppliers to ensure that trawl-caught fish has as high a quality as possible.

“Knowledge about live fish is crucial for the future of the trawler industry. The new technology is based on 25 years of experience about what the fish can withstand, and the conditions necessary for survival. This will determine how the new technology is implemented,” says Midling.

The research is part of the extensive CRISP project, which is a project centred on research-based innovation in sustainable fish capture, quality and economics.

The goal of CRISP is to contribute to increased creation of value in the Norwegian seafood industry, and to reduce its impact on the environment.

Several of the projects on which the new technology is based have been financed also by FHF.

The Norwegian Seafood Council is boosting its marketing activities in other important markets for Norwegian seafood after the Russian import ban.

On 6 August Russia announced a ban on imports of Norwegian seafood, among other imported food products. Russia is one of Norway’s most important seafood markets, the largest one for the last two years.

”Producers, exporters and marketers of a global product such as salmon stay calm when getting such news. The Seafood Council had the proper tools at the ready when the news about the import ban came. Our country managers all over the world have analysed what marketing activities will have most effect in the short-term, for instance with which retail chains additional campaigns could be planned. In close dialogue with the exporters, we have planned alternative marketing activities for the year to come, aiming to keep the current global demand for Norwegian salmon at its current high level”, said Bjørn-Erik Stabell, marketing manager for salmon in the Norwegian Seafood Council.

The Norwegian Seafood Council has decided to put all planned investments in Russia on hold, and move the funds to other markets. In addition, it had already planned for extra investments this year, and will invest from the industry’s own reserve funds. All together, these extra investments sum up to almost NOK 60 million (USD 9.7 million), which the Seafood Council will invest in France, Italy, Spain, Germany, Great Britain, Japan and Norway.

Exporters of Norwegian trout, that now have lost a very important market, will have to increase the demand for trout in other important markets the year to come. The Seafood Council will work closely with the industry to create synergies in the marketing of salmon and trout.

”The Norwegian seafood industry is known to be globally oriented, innovative and to have a great ability to see new opportunities and turn to them”, says Ragnhild Dahle Heen, marketing manager for trout in the Norwegian Seafood Council.

In addition to salmon and trout, Russia is also a very important marked for herring. Previously, the Seafood Council also prepared to invest reserve funds for the pelagic sector. However, the board and the advisory board for pelagic sector in the Norwegian Seafood Council decided to await the situation to get an even better understanding of the consequences of the import ban, and will not immediately invest the NOK 15 million (USD 2.4 million) reserved by the board.

Fish farmer Clean Seas has decided to offer new encouragement to its bluefin tuna breeding programme and trusts it can find the right partner to be able to produce commercial quantities of this resource.
After experiencing negative results for seven years, the Lincoln Port-located firm has turned in a AUD 11.145 million (USD 10.4 million) profit thanks to the fact that its hiramasa kingfish (Seriola lalandi) farming expansion starts to reap rewards, The Advertiser reported.
The firm suspended the bluefin tuna breeding programme in 2012 after racking up losses, since the fingerlings died soon after being transferred into cages in the chilly waters of the Spencer Gulf.
Chief executive Craig Foster said the bluefin tuna programme had more chance of success if the company harvested eggs at its brood stock facility in Port Lincoln and flew them to warmer waters in west or east Australia or even Indonesia to grow to maturity, the Sydney Morning Herald informed.
“Certainly, we’ll have to look at Indonesia as part of the possibility. They have got aquaculture facilities that have been built that have very little usage and could be quite suitable for this purpose," he pointed out.
And he added: “There is a good research station at Port Stephens [in NSW], Fremantle in WA and there’s a reasonable research station in Geraldton WA.”
All in all, Foster explained Clean Seas won’t be rushed and in the meantime will be focusing on its kingfish programme, the success of which has returned the company to profitability a year ahead of schedule.
“We hope next year that we will achieve close to 1500 tonnes of fish sales. That’s what we set out to do in our first objective,” he stressed.
With this aim getting close to reality, the firm is starting to think about their second target which was "to rebuild the business to about 3000 tonnes of sales."
The firm intends to grow kingfish sales in Asia and the Pacific as well as domestically.

■ Brief History of Maruto Fish Hooks

The founder Tomitaro DohiDohitomi & Co., Ltd is located in the small town of Tojo, Japan. Its history goes back as far as 1892, when fish hooks were made by villagers in a very primitive method, to earn extra income. Late Mr. Tomitaro Dohi, being a foresighted and ambitious man, thought of mechanizing the industry. As no electric power was available in that age, he used an old-fashioned oil engine and began manufacturing Japan’s first machine-made hooks in 1910.
In those days, fishermen in Japan were too conservative to adopt anything different from what they traditionally used. They did not show any interest in the new products at all. Thus, Mr. Dohi faced serious difficulties, and at one time, was on the verge of bankruptcy. However, his business spirit persevered and he did not give up. Instead, he extensively toured remote fishing villages from one to another and spent his time giving away fish hooks for trial. Over time commercial fishermen were convinced of the superiority of Maruto fish hooks, especially their sharpness.
However, the mechanization process was only one step of several manufacturing stages, and there remained much to improve to develop new and better machines. After World War II, with the continuation of international trade, our markets rapidly expanded. Mr. Tomitaka Dohi, the former president, developed fully automated machines along with continuous tempering plants to meet the increased demand. Now we have the ability to produce 100 million hooks monthly.

Fresh salmon export volumes for week 32 are up 195 tonnes compared to week 31 and up 1,902 tonnes compared to week 32, 2013, reports Fish Pool ASA.
The Fish Pool Index reports that in the last four weeks salmon prices -- Spot Market Prices (for fresh salmon between 3 kg and 6 kg, FCA Oslo) and export volumes were as follows:

The forward price reflects the expectations of the Fish Pool's members for the next 24 months. The prices are assessed by contracts made as well as interests to buy or sell at Fish Pool and are indications for information purposes only.
The contracts for the fourth quarter of 2014 were traded several times this week, the last one was traded at NOK 40.00 (the seller price was at this level).
The sales for the year 2015 were traded at a buyer price of NOK 41.00 compared to a seller price at NOK 41.75.

Two giant seafood firms plan to join efforts

Discussions are being carried out by two New Zealand's giant seafood companies in their effort to join forces.
Sealord and Sandford have revealed their intention to work together and “create a one fleet-type approach” in order to increase efficiencies.
"Why do we need three boats to go and catch a certain species of fish when we can just have two boats there and have some sort of cooperative arrangement? "What about processing facilities? Why do we need to have two factories, one on one side of the road, the other one on the other side?" asked Sanford inshore fisheries manager Shane Walsh at the New Zealand Marine Sciences Society's annual conference in reference to a recent meeting he had attended at Sealord, The Nelson Mail reported.
Walsh pointed out that competitors might work together to improve supply chain efficiencies and create value.
For his part, Sealord fishing general manager Doug Paulin endorsed Walsh's comments and added that both companies had excess fishing capacity, and consolidating their fleets would be "a huge opportunity to save costs in a pretty tough industry at the moment".
According to Paulin, while fishing was "as good as it's ever been", the industry was faced with an unfavourable exchange rate and commodity pricing of fish that was "not really going up", with margins being squeezed.
Walsh explained that they need to differentiate themselves and that they could do so by increasing efficiency by working with competitors, and by moving from sustainability to promoting the provenance of the product.
He also stressed that collaborations with science providers such as the Cawthron Institute, National Institute of Water & Atmospheric Research (Niwa) and Plant & Food Research were taking the industry forward through innovations such as a new trawling method unveiled last year.
And he added the Ministry for Primary Industries and NZ Trade and Enterprise were very supportive in ensuring market access.
Paulin told The Nelson Mail that Sealord and Sanford had been in talks for about six months and it is expected there would be another six months of discussions before changes leading into the 2015-16 fishing year.
